I have stayed at Pelangi and it was lovely. Couldn't really fault the place. But as Tina mentions, it really depends on the location you want. Pelangi is great that it's right on the beach! Absolutely fantastic swimming in the pool, looking over the infinite edge and seeing the Indian Ocean.... Made for some beautiful sunset photos!
If we were walking anywhere, we always went along the beach to Jl 66 then walked up on the roads from there. Much quicker than walking up to Jl Legian and back to Kuta that way.
As you are staying at BMA, why not try that little bit further up at Pelangi, as PR is quite close to BMA.
I have looked through PR (staying there in Jan 07) and I would say that standard wise, it is very similar to Pelangi.
