I havent stayed at Pelangi, but it is north Legian or Seminyak, a bit more away from the 'action'.
Both are beachfront Hotels, although Puri Raja has the paved walkway between the beach and Hotel.
Puri Raja has been fully recently renovated.
I personally prefer the Puri Raja location. You can walk easily to Rum Jungle Road, or back to Jl Padma or Melasti
