Expats..abbreviated ex-patriots, in other words, foreigners. Bukit...its the peninsular (Bukit Peninsular) where there are heaps of villas being erected.
As for ruining Bali, I expect one could argue both sides. All I can say is beware!! Have a look at the ex-pats forum. Heaps of interesting info on there, probably better than this which is basically more of a holidays forum.
