Personally I would have issues giving out lollypops because of the dental issues associated with them. (Having said that my own children get away with a very occasional one.
What about the small bouncing balls or some containers of bubbles or a cheapish skipping rope or tennis balls. I'm sure some of the $2 dollar type shops would have a range of small items that might be suitable.
