i believe there was a national call that doesnt allow ANY liquids on aircrafts. even people with medicines (liquids) had to have a certificate from the doctor to report that they actually needed this medication, otherwise they are not allowed to take it on board. I need an epi pen for allergies to nuts and had to have a doctors perscription written to allow it to be taken onboard and overseas. Perhaps look into the garuda website?
