Of pherhaps the proof needed by some is a sobbing broken child, whose life will never be the same again.
I know in the JW religion you can only report child abuse if you have 2-3 witnesses.
Sorry but what child molester is going to give you witnesses or proof, usually to have the unmistakable proof means it has happened as is too late.
