Your computer might be connected with 54mbs to your router, but not to the internet. Don't get that confused. If your connection drops to 12mbs (actually it should be 11mbs) then again, it's the connection between your router and your computer.
To see the speed with which you connect to the internet go to http://www.testmy.net/ and run the download and the upload test. I guess you'll be surprised...
