I have been goint ot Bali since 1977 and yes in many ways the artical is very true. Maybe not 70% in all parts of bali but in the night clubs around Kuta it is closer to 100% yob!!
Half the yobs who visit Bali never go outside the motel or the kuta area. There are people mostly males who have no shame or common sense when they go on holidays to Bali.
Complain about the artical all you like but there is am eliment of truth in it.
