Strangly enough we had the same problem with the cigerette lighter when we went through in January. When you enter the airport and you put your bags through they picked our suitcases because of this. They said we could only take 1 lighter each. We insisted that they were checked in luggage and we were not taking them as hand luggage. We refused to let them take them and asked for them to get whoever was incharge. They then went and got a rep from Garuda as they said it was a Garuda policy. When the Garuda rep came it was all sorted out and we went on our way with all 7 cigerette lighters. The whole process took up about 30 mins but we brought novalty lighters as gifts for family and freinds as we are non smokers.
I can not see why it was such an issue. Probably most of them only has a sniff of gas in them and they were in checked in baggage.
