In Sept we stayed down Gang Puspa Ayu opposite the end of Discovery Plaza - the warung just down this lane near the tatoo shop is fantastic. Ditto the one opposite Dayu Beach Hotel (an el-cheapo but great hotel we stayed at for a week), further down and around & dog-leg & a corner. In this part of Tuban there is a lot of accommodation for young, especially, Balinese who work in the tourist industry, so there are also of course lots of good but cheap places for them to eat, since they mostly live in single-room-type accommodation without cooking facilities. (Actually, it was interesting seeing how they live, I'd often wondered). At 9.45am every day there'd be a stream of girls in their striped tops & beige pants heading off to Centro to start work at 10am.
If any warung has locals eating in it then I'd try it. Ditto for a cart on the beach if locals, especially cab drivers, are eating there. Of course, because the prime locations are taken up by restaurants catering to tourists, the warungs the locals favour do tend to be down side streets & hard to find. Worth keeping your peepers peeled for & a good excuse to go walking down side streets & gangs.
