It would appear that again you have missed the point. What he said was

The jihad is an Arabic word that means "striving in the way of God." This striving can take a number of forms, including the daily inner struggle to be a better person. However, jihad is often used to refer to an armed struggle fought in defense of Islam.
He is not advocating that they start a jihad in these countries, he is saying that if they want to go on jihad that they join those already oucurring in southern Philipines and in Iraq and not carry one on in Indonesia
I still fail to see how this is not good news for Bali.
Also your comment "and its worse than before because theres not even the possibility of taking into account the safety of your fellow nationals when considering a terrorist action".
38 Indonesians were killed in the first bombing and 15 in the second bombing. This hardly indicates that they took any account of the safety of their fellow nationals on either occassion.
Bottom line is that the people of Bali derserve a break and if this in any way gives them that break, then I feel it is encouraging news.
