several times on Jetstar domestic flights with a 6'3" board that was in a 7' cover - didn't have a problem. We had two boards and a bodyboard and yes the weight is included in your 20kg allowance. Wouldn't think that there would be too many adult surfboards under 2 metres.
Didn't see a tape measure in sight - thank goodness.
