My husband always packs his boards well - encased in bubble wrap inside good quality board bags - and has never had any damage problems. Airlines tend to treat boards well - surfers are a good percentage of their client base, after all. (Surf shops here usually have lots of bubble wrap hanging around and are happy to give it away).
There are always fishermen with prahus willing to take tourists out to throw a line over. For deep sea fishing I think there have been other posts here - do a search under "fishing". Padang Bai might be a good place to start - some very flash boats there:)
