I'm no great authority on this but Galungan starts on 29th November & runs for 10 days culminating with Kuningan.
We've been there several times for Galungan and found only some places close for the last couple of days. The length of closure tends to relate to the distance they need to travel back to their village & prepare for the celebration.
It has never hampered us all that much & we enjoy all the decorations.
