as joshie said, if they want to get into your baggage they will. I had to leave my luggage at the airport last trip and a contract couriet delivered them. The courier got into my bags which were still locked when I received them. I even had a locked strap around the large suitcase. The Federal Police told me that it is easy to "pick" the zip. The best luggage does not have a zip, is more the moulded variety.
