Have stayed at The Dynasty in Tuban with our 2 children, on many occasions. The Dynasty is very good for families, great hotel with lot's of activities and lots of kids running around, and good location. There a few restaurants inside the resort if you don't want to wander outside, and cater well for the children. (Have found this hotel becoming a bit pricey now though I must say.) I'm sure you wouldn't be disappointed in staying here for a family holiday.
The Bali Hai is also highly recommended for families, haven't stayed here, though have heard many good reports.
In Legian I would recommend the Jayakarta, have stayed with our children here. Great hotel with 4 swimming pools, roomy 1 & 2 bedroom apartments, good breakfast, cheap baby-sitting service, there is a kids corner for the younger ones. This is a very reasonably priced hotel. We couldn't believe how cheap our hotel bill was at the end of our stay - Good value for kids. Friendly staff.
If your after a more budget hotel then I recommend Bali Garden Hotel, they have family rooms and the location is great, located across the road from waterbom park and next door to Centro shopping Centre, no activites running for children though, but they have baby-sitting service, good breakfast, clean hotel and friendly staff.
