A number of posters seem to be getting hot under the collar and refuse to blame anyone other than the Bali authorities or Bali bank. The card has been processed for $25 dollars and that is ALL the Bali govt or representative bank can put through their accounts. The card holders bank then decide whether it is classed as a cash payment or credit and charge their customer accordingly. I would hazard a guess that a visa payment is immediate and therefore classed as cash. Sorry but the only authority to gain is your bank and the loss is yours for using your credit card to pay for what is a cash/immediate transaction. As one poster says she used her Visa Debit so no problem as this transaction comes straight out of her account. PS just heard in the background HSBC profits for the past year - why am I not surprised.
No I do not work for a bank but handle many credit/debit card transactions daily.
