You have not purchased any goods so have not entered into a credit transaction with anyone.
In actual fact you have borrowed the cash from Visa and then passed in on to the Indonesian Government for your visa, and would be subject to the normal charges on your credit card for this service.
A scam? I think not.
And I do not work for a Bank!!
