The agency that takes your money may be BNI bank but all they are taking is US$25 per person,any extra is a charge by your bank.
Neither Visa or any other c/c company does anything for free,so when you spend $100 or whatever amount the "merchant" only receives between 95% and 99% of that amount from the c/c company,this is to pay the c/c company a commission,therefore the only way BNI bank or anyone else can get the correct amount of their "bill" is to put it through as a cash advance,so there is no scam by BNI they are only getting the correct amount of money.
