Tricky one that. You will have to check with valuair(being a budget airline)as you may not be able to book luggage all the way through from Singapore to Perth. They may only offer a point to point service.
If that is the case you will have to go thru immigration and customs and pay VOA, and then recheck in and pay departure tax.
Not sure about this, but that is the way it works with Air Asia.
