You are both over 18 and should be able to be guardians of your cousin.
Most airlines will only require someone to be accompanied if they are under 16, however when i was 14 i managed to travel to england by myself without any hassles. No doubt they are a litle stricter now.
Even if they give you trouble you can have your cousin travel under the airlines care.
