There are a couple, but I highly recommend Atmosphere Restaurant. (It isn't off the main mall, but the one one the Kuta side.)
It is fantastic! Food is great and so are the prices and service. We booked a day bed on the 2nd floor and overlooks the beach and sunset. You can often get discount vouchers as you walk into the Discovery Mall, or when you go up the excalators.
The day beds seat about 8 people, but we had just the 2 of us. The other 2 beds were empty most of time that we were there. The waitresses were effecient, but didn't hover. Gave us lots of privacy! We took about 100 photos of the sunset!
