I really think that's unlikely - have you tried to email the hotel direct ? Travel Agents have an allocation which may be filled, but that's not to say the whole hotel is full up .. Puri Santrian is one of the lovliest hotels and the price is reasonable , I would give it another try
On the Legian side, kamala Pantai is very popular and looks great from the photos - haven't seen it personally , but as it's smaller, sounds like it often is fully booked .. what about a villa ? Vila Rumah Manis is pretty with a private courtyard and plunge pool , located on the boundary of Seminyak & Legian , priced within your budget - plenty of reviews in the archives for and against , but it really is lovely with 4 poster beds etc, and when I was there, both times not a single mosquito :-)
