Kelas 1 School Report

Hi, I am looking at my sponsor child's school report & have been told that he did not pass & will have to stay in kelas 1 for another year. Does anyone know how they work out the pass mark? From what I can understand he has received all B's for his development skills, a score of 128 for his achieved study results with an average of 5.56
