I always take my own gear to Bali. Not much weight or space and it's always there when I need it. I'm sure you can buy snorkeling gear in Bali, but I've never tried. You can hire it in Candi Dasa, but I've never done this, as I want the mask to be a good fit and my own snorkel has never been in someone else's mouth.

If you are not familiar with snorkeling places in the Candi Dasa area, you could try the following. Just out from the white sand beach between Shangrila and Resor Prima, a few minutes walk, turn right from the Amlapura end of the main street. Blue Lagoon at Padang Bai, a drive or boat ride. White Sand Beach, a drive or boat ride in the other direction to Padang Bai.

A drive to Lipah village [Amed] up the coast road and back on the inland road past Tirtagganga is a great day out, with good snorkeling in front of Vienna Beach Hotel in Lipah. The snorkeling can vary with the weather and state of tide, but is usually OK in September.
