Use "www.hitta.se" and search by using "indonesiska ambassaden" and you shall hopefully be able to find the website of the Indonesian Embassy in Stockholm.
Check the site and call the Embassy and I am sure all your questions will be answered. I, a Swedish citizen, was in Bali in May 2006 using VOA and no extra pictures where then ever demanded. If staying longer than 30 days (and up to 60 days) you must apply for a visa at the Indonesian Embassy in Stockholm - again follow the information on the website.
The consular staff at the embassy is extremely friendly and helpful.
