Better than no free ticket allocation at all. I think they're trying to encourage an immediate improvement. Twelve months may be too late.
I scraped up enough money to take my wife and kids to Bali in April, then won a free ticket for each one purchased (5). I found another family who wanted to go to Bali, but found the costs difficult for that many people.
Now there are two families going to Bali for half the ticketed price...that's ten ozzy tourists instead of five. It worked for me, Garuda and Bali.
