I have been to Phuket twice and Bali three times and they are similar in many ways. I think it really depends on what you want to get out of a holiday.
The one thing Phuket has over Bali is the main beaches are much better for swimming than perhaps Kuta or Legian.
The food is great in both places, I prefer Thai food but that is my own cuisine choice there is good and bad everywhere.
It is such an individual thing and really depends on what you want from your holiday.
