can certainly be a good service!!!!!!! Indonesian is their language and not all tourists come from English speaking countries so if they can speak it in my opinion that is a bonus not a prerequisite of good service!!!
A taxi that is clean, driven by a polite clean driver who gets you from A-B safely and and by an appropriate route with the meter on, is a good service and in my opinion most by a long shot in Bali meet those criteria!!
Alright I'm a taxi driver so maybe I see things differently but if an Indonesian tourist or business traveller gets in my cab (as they quite often do) they don't expect me to speak Indonesian. They like it that I do (just a little) but if they got in the cab behind as long as the driver took them where they asked by the correct route in a clean car at the metered price that would still be good service.
