it doesn't make sense to me. Are Garuda leaving every second seat free on flights to accommodate winning tickets, what happens if the flights are full - do you both have to swap flights (I think I read something about that way back)? I have a feeling a lot of the winning tickets will not be used due to the facts you outlined above.
