are not police and have no legal right to interfere with local police. So, report it to the local police and let the Consulate know that you've done this. I guarantee that they know and have their hands tied.
With regards to sending positive emails to the Consulate, I also know (from experience) that the emails are read but do not have very high priority, particularly with a dozen or so people in prison for drugs, etc, etc. Also are people dying, losing passports, getting married, applying for visas - the office is understaffed. Perhaps you could send a fax instead of email? :)
