It's Idul Fitri, which is the few days at the end of Ramadan when most of the Muslims in Bali will go home (generally to Java) to spend time with their families.

It's not something observed by the Balinese so it won't affect any of the shops owned and manned by Balinese staff. Generally it'll affect tailors and sarong wholesalers (from my experience) but the vast majority of shops will be open.

There will be an influx of domestic tourists (Chinese christians for example) who take their holidays in Bali at this time. Traffic will be a lot heavier than usual so you'll find walking is often easier and quicker than taxi for short to medium trips.
