1/ Yes you can most definitely pay in Aussie dollars and will be given change in rupiah.

2/ If you prepaid phone is locked to your australian network or sim locked you will NOT be able to use it in Bali at all. To check if it is network / sim locked put in another carriers sim card. ie: if you have an optus sim try a vodafone or telstra sim. If you can use it then it isnt locked, and you can use a bali sim

However if your prepaid is Vodafone then it will be ok as none of their prepaids are network or sim locked and you will be able to put a bali sim in it.

I have a Proxl sim card. The other most popular is Simpati/Telkomsel.
Heaps of places sell sim cards. Go to Matahari dept store or a Proxl shop to purchase.
