i have purchased an international phone card from my local newsagent. You top up your home phone with credit and it costs only 14cents to call bali landline or 30cents per minute to call a mobile so my family can call me if they need to it comes in $10. $20 and $30. Much cheaper than using your home phone! I also purchase a sim card in Bali from a shop Opposite the legian paradiso hotel on jalan Legian and they do it all for you i use a card called XL and go back there to top up. From what i can remember it was about 70,000 for a 10-15 minute call from my mobile to a home phone in perth. Hope this helps ask any more questions if needed.
