In Garlic Lane (Jl Sahadewa) I know of 2 fixed price shops.

One is about halfway down on the left hand side. It's a little way past Indo National Restaurant and pretty much opposite BIG Australia shop. It's got a sign at the front saying "Bali Shop". There's a guy running the show. He doesn't have a lot of stock but will get anything you want (He left me alone in the shop while he raced off on his bike to track down bintang bucket hats for me!).

It's fixed price and very good prices.

There's also Ketut's 2 shops which have been mentioned on here fairly often. They're at the south end of Jl Sahadewa. You turn into the last alley on the left as you're headed toward Jl Melasti. Walk past the first few shops and there's another lane turning left. She's on the corner there with a shop on either side of the little lane. She has extensive stock and will get in anything she doesn't have. She'll also give you a bottle of cold water while you're browsing.

I found in both the above shops, I asked the prices of the first couple of items and they were so reasonable that I just started piling up items without asking prices anymore - and the only surprise I ever got was that I hadn't spent as much as I expected when the final tally came.
