We snorkelled there in 2001 and loved it. We stayed in Lovina and it wasn't too far to go, but in our trip in July this year we didn't have time to stay there, so I had made email inquiries about a day trip from Legian. I can't find the email addresses, but the companies that I contacted were on wwwDOTbalidivesDOTcom and wwwDOTbalidivingDOTcom

They both did day trips to Menjangan, although one suggested it was a bit long and recommended Tulamben instead. Unfortunately we ended up not going because it was a minimum of 4 people, and we were just 2.

As far as water depth, I am not a good swimmer and a bit of a scaredy cat, but never felt out of my comfort zone. We snorkelled on the side of the island facing Bali (not Java) and walked in off the beach. The coral and tropical fish could be seen at about waist height of water. There is a drop off where the wall is quite deep and it is easy to snorkel out over it, then dart back to the shallow water quickly if you feel uncomfortable. I could email you a couple of (not very good) photos if you like. I think it's worth the trip, and the scenery along the way is worth a look.
