Post a message a few weeks back discussing this exact problem.
Technically - its a 7 day visa BUT is a bit of a 'grey area'.
Indonesian officials are concerned that if you dont get to the airport BEFORE midnight then you have overstayed your visa and this causes ALOT of problems.
We only got charged for a 7 day visa at check point (after our tickets were examined) BUT got held up and the final check point and taken to THE OFFICE.
They politely explained the problem (as per first paragraph) and i politely explained that we were 'technically' only in the country for 7 days as we had arrived at 2.40pm and were leaving before this time on our last day and the previous officer had said that it was only a 7 days visa which was needed and so thats all we paid for.
We remained totally friendly in our arguement and smiled and promised that we would be at the airport by 11pm on our last day (which we had to be checked in at this time anyway). Shook hands and we got away with it. Another couple with the same problem took the 'anger' approach and were still argueing when we left, the wife was quiet happy to pay the extra (which i would have willingly done if it got too dragged out) while the man was having a major hippy fit, no idea what the outcome was. This was on my last trip 3 weeks ago and it seemed to be a common problem as the office was full of people with the same problem, perhaps by now they have sorted something more definate out,
my advice??? when filling our your incomming passenger card, put the days you are staying in Bali (go by your accommodation) and let the officer make the decision on which voa you need
