I think the most surf shops are in Kuta. Not all of them are selling second hand stuff but if you have a little bit more time to search you may find a reasonably priced new one. Last year in January I bought a shaped fibreglass 7,0 Mini Malibu in Kuta for 330.000 Rp (ok, after a good while of bargaining and a hundred telephone calls to "his boss")
It's high quality for that money and a lot of fun to surf it and (very important): survived the 16 hours flight to Germany!

The second hand boards often have been heavily damaged although they repair it nearly "invisible". But have a very very close look at them. Even better you take someone with you who has notion of surfing equipment.
