The beach in Lovina isn't especially nice, and snorkelling is limited. Candidasa has no beach left to speak of. Amed might be just what you are looking for. East Bali has loads of cultural things nearby. Snorkelling off the beach of some hotels, by boat from others. Diving too, if you want. It's quiet. Definitely do not drop Ubud.
