The best advice I can offer you is to totally ignore the dogs and don't stare them in the eye(this is confrontational to any dog,including pet dogs if they don't know you ).I think generally the dogs of Bali don't want any trouble with you as much as you don't want any trouble with them..
The most important thing you can do is to explain to your kids not to approach the dogs(just as they shouldn't approach any dog they don't know no matter what country they are in,including home) and I guess you need keep an eye on them to ensure they don't.There is the Bali Street Dog Foundation who are doing a fantastic job desexing as many of the dogs as possible to humanely control their population and look after their health.
