The Candi Kuning Markets are a nice little place but I certainly wouldn't make it the focus of your day.
They are worth dropping into for a bit of a look as they are quite clean and have a wonderful selection of spices as well as fresh fruits, some silver, clothing and other knick knacks.
If you are planning on heading to this area you should consider seeing the floating Temple on the nearby lake and taking in the view from above the crater where you can see the twin lakes. There is also Munduk Waterfall and the Eka Karya Botanical Gardens amongst other things.
If you are really keen on spending time in local markets though I would suggest that you make the trip on a Wednesday or Sunday and visit Beringkit Market in Mengwi on the way up and then drop into Baturiti Market which is just past Pacung. These, along with Candi Kuning, will give you a very good idea on how the local vendors and restauratuers down in Kuta/Legian get hold of the fresh produce and wares that they sell each day.
