2 years ago taxis were around that area, but it wasn't uncommon to have to wait 5 or 10 minutes for one to come past. Now, they're going past all the time. You won't need to get your taxi driver to wait. Just get one that's passing as you come out. You won't have to wait long, if at all. I got one immediately, and I told a few people at my hotel about Geneva and they all had the same experience - able to get a taxi easily when they came out.
If you get a metered taxi, it shouldn't cost you too much from Tuban to Geneva. I think it cost me around Rp20,000 from Legian, so add maybe another 10-15K to that and you'd go close.
