Even the left leaning Washington Post has stated that "Even with full funding in recent years, none of the flood-control projects would have been completed in time to prevent the swamping of the city, as Democrats yesterday acknowledged."
This is what the expert that the New York Times consulted says:
"Shea Penland, director of the Pontchartrain Institute for Environmental Studies at the University of New Orleans, said that was particularly surprising because the break was "along a section that was just upgraded."
"It did not have an earthen levee," Dr. Penland said. "It had a vertical concrete wall several feel thick."
So somehow, I guess in spite of Bush the levee was just upgraded.
The majority of the proposed cuts? AH, did you catch that in the article you cite? PROPOSED cuts. It was for the 2005-2006 budget that doesn't take effect until October of 2005.
So your argument that it was Bush's fault just isn't valid.
So why do you keep posting non-valid, partisan accusations during a national tragedy? Is your hatred of Bush that strong?
When I travel outside the U.S., people often asked me how Bush got voted into office TWICE. The only thing I can tell them is that they didn't have a true picture of the competition. Now people are.
