Thought a lot about how to secure the cable ties against opening with a pin (can be reclosed again without you knowing). Solution was to make a crimp from a pair of $2 angle cutters (grind a small V in each jaw near the base), packet of 00 round lead sinkers ($1 for 15) with the hole drilled out to 1/8 inch, and selection of coloured cable ties.
Using coloured cable ties, thread the tie thru the sinker, thru the zips, back thru the sinker and thru the head of the tie. Pull up firmly, then crimp the sinker to seal the tie.
Carry the crimp/cutter (to cut off the ties) and spare ties in a padlocked section of your luggage.
The seals are easy to check, inexpensive and totally secure.
