I think 16 years is the limit to drive and by sound of pricing on website 7 must be the lowest for tandem.
If you book through one of those tour operators on the street you can get a bit of a discount....about 10%...we got ours for $60US each but there was 5 of us. You should definately be able to get at least 10% off the rack rates.
