Actually, in Bali, I can see signs that they are coming to grips with many problems especially since the local banjars have more say in it but Rome was not built in a day.

For example, I remember when the rubbish that washed up on the beach especially in the wet season was buried on the beach to resurface the next day. Now they pile it up and along comes the truck and takes it away. The smell from the drains too for that matter, it used to be everpresent now it's just every now and again. Bali Belly? nowhere near as common as it used to be. Travellers trots, yes. The several day cramps, running at both ends, fever etc that is Bali Belly is much rarer.

Credit where credit is due I say. They are getting a handle on things but with little governement funding it's not going to be quick.
