Shops and restaurants are open, in fact it is fairly low key, there are plenty of decorations and if you are driving in the country areas you see lots of school children practising there marching for the local village ceremonies, in fact you may not even notice anything going on. Definatley non-threatening, not a great deal of difference to how Aussies do or don't celebrate our national day.
