Hi - I stayed here last October, and if there was a really cheap package going, I would definitely go back again. Yes, it's a budget hotel and as we know, you get what you pay for. It might be only $200 to upgrade, but if you don't have the extra $200, then this is a reasonable option to consider, as long as you have realistic expectations.
One tip - ask for a superior room - I didn't see the standards, but apparently they are really bad.
Air-con and fridge were icy cold (even made ice-blocks in the freezer - a rare thing in Bali).
As someone else mentioned, the sheets weren't white, but they were clean.
For $3AUD, I bought a pillow at Matahari's and gave it to one of the staff when I left.
Our bathroom was very basic, but I believe the rooms are being up-graded, and wonder if ours was waiting for the bathroom to be re-done. The hot water was hot though, the toilet worked, and the hand-basin only fell off the wall once, but they did put it straight back on - hey, something like this has to happen at least once per trip - they're the things you remember most and laugh about later!!
Breakfast was adequate for most women - maybe not enough for a man, but for just a couple $$ you could get more.
I found the dining room and housekeeping staff very friendly. They seemed sincere and concerned when they found out my travelling companion was not well.
In regards to noisy hotel guests, that is a chance you take anywhere - even 5* hotels can have noisy guests - just the luck of the draw!
Hotel food was cheap - great club sandwiches - meant you could afford to laze around the pool, eat and drink. Also "The Pub" just down the road - best satays in Bali.
Just my thoughts - it all comes down to the individual's expectations I guess. Good luck!
