If they are friendly and polite, I would tip. Even 5000rp would be appreciated (not even $1).
BigPete - you dont have to tip but its always nice to tip a little or just round your bill up.
The waiters are always so happy if they receive something little, but its totally up to you whether or not you think they deserve something.
