These people were taking them mainly for use by adults (some of them were 2m in length, other the size of a truck tyre tube). Both the hotels had 'kiddies' pools for kids that can't swim(which adjoined the main pool). That's what kiddies pools are for - those that can't swim! Why put them at risk with an unapproved floatation devices in a deep pool. If your hotel doesn't have a kiddies pool then the little ones that go on their arms appear to be the best way to go (and don't take up heaps of real estate). Saw them at the hotel in sanur.
The other problem is the hotels typically have say between 150 and 200 rooms. If everyone bought a floatie with them there wouldn't be room for swimming. They are great in your own back yard pool but a bloody pain in a hotel pool. Plus the inconsiderate hotel guests just left them in the pool all the time (day and night) and the poor Balinese were too polite to tell them to take them to their room.
The sun lounges are for sun bathing - the pool is for bathing.
